Medical institutions of Vinnitsa implement “Doctor ELEKS”

According to the program “Informatization in public health in Vinnitsa for 2011-2015” there will be complete informatization of 16 city medical institutions during the next five years. They will introduce the structured cabel system for 874 working places and server equipment into the hospitals. Implementation of informational system “Doctor ELEKS” will allow all hospitals of the city to unite into single network, which will give the medics an opportunity to quickly exchange information.

The program of informatization of city medical institutions is divided into five stages. City clinic № 3, city children’s clinic № 2 and city dental clinic will become the first institutions that will fall under the process of automatization. The realization of this stage stipulates the provision of computer equipment for 138 working places, united in single network, and implementation of the system “Doctor ELEKS”. Principal elements of informational system for medical institutions will be electronic card of the patient, editor of document templates, reception and work schedule, working place of the doctor, hospital, laboratory, working place of the head, subsystem of processing and archiving, subsystem of administration, data security and confidentiality, system of cooperation with external institutions. Electronic card of the patient will substitute the paper one. It will contain all the data about the patient that concerns his health. In addition to diagnosis it will also contain the results of all examinations and prescriptions. Implementation of the electronic card will permit to reduce queues to the doctors, and the exchange of information (for e.g. results of laboratory researches) among structured subdivisions will proceed in a comfortable electronic way. The system will enable the doctors to insert the data of medical examination of the patient right into electronic medical card, to form discharge and prescriptions, to obtain information about free wards in hospitals for placing the patients, to transfer and discharge them, to obtain necessary information from medical diagnostic instruments, to insert quickly and analyze efficiently the data of laboratory researches. In case of a critical departure from the norm, electronic system will prevent a doctor about it in order to guarantee a quick response in cases of emergency.
Within the bounds of implementation of medical informational system “Doctor ELEKS” all medical employees will have an appropriate training, which will allow them to work with computer equipment and to use the common network.

Medical Information System “Doctor Eleks” becomes a key part of a new initiative in the Ukrainian healthcare system.

“Doctor Eleks” Medical Information System is used for realization of a new All-Ukrainian social project “Mobile Medicine” aimed at the implementation of modern telecommunication technologies into the healthcare system of Ukraine.

This challenging project is an initiative of the Ministry of Healthcare of Ukraine and was started owing to collaboration between the United Nations Organization (UNO) Delegation in Ukraine, companies MTS-Ukraine and ELEKS Software. Within the project, the Doctor Eleks System is going to be implemented in three telemedicine centers on the basis of Donetsk and Uzhhorod regional hospitals, and State Clinic Theoretical and Practical Center of Telemedicine in Kyiv. Creating of telemedicine network, where the participants are the regional hospitals, will actually make the first real step towards creating a network of medical institutions that use telecommunications technology to provide timely and quality medical care for residents of Ukraine.

“This very important initiative in our healthcare system will help Ukrainian health authorities to enter a completely new level of operation in terms of patients’ service and collaboration with each other”, comments Petro Konovalov, Business Director of ELEKS Software. “All parties involved into the project work toward have the single goal – to enable physicians to exchange data and information with their colleagues across the entire country.

Our medical information system is designed to guarantee security and strict confidentiality of transferred data. We hope that new hospitals will join the telemedicine network in the near future.” With no doubt, the realization of “Mobile Medicine” project will favor the growth of more qualified care for patients in Ukraine. The next steps where ELEKS Software is going to be actively involved are educating the medical centers staff to use the Doctor Eleks system, and in prospect, sharing the received experience with the hospitals in the whole Ukraine.

“Doctor Eleks” system honoured at the International Forum of Innovative Technologies for Medicine.

"Doctor Eleks" Medical Information System, has won "Most Innovative Product Award" at ITMED 2009, the 3rd International Forum on Innovative Technologies for Medicine. The conference took place in Bialystok, Poland on December 1-3, 2009.

 The ITMED 2009 conference brought together close to 150 experts from Poland, Ukraine, Belarus and Sweden, representing both medical and technology professionals from various medical backgrounds, universities and software companies throughout Europe to share their experiences and best practices. Scientists and experts in the field of medical technologies discussed, presented and demonstrated innovative achievements, technological advancements and groundbreaking medical systems. During the forums three days, each attendee to the conference was asked to consider the most cutting-edge solutions in the medical technologies domain. At the conclusion of the conference, their votes were counted with “Doctor Eleks Medical Information System” winning the top honour – “Most Innovative Product Award”.
